Session 2: Presumptive Transfer: A Provider Toolkit – RECORDED ON: Monday, July 8th, 2-3:30PM

This training will provide an in-depth review of the toolkit developed and designed to assist County Child Welfare, Probation, Behavioral Health and Residential providers with information, knowledge, and resources to approach and guide conversations with County Placing Agencies and County Mental Health Plans (MHPs). The toolkit includes infographic and narrative summaries of the changes to presumptive transfer resulting from the passage of AB1051 and AB551, a step-by-step process and talking points for navigating presumptive transfer conversations with county partners, a decision tree for funding Specialty Mental Health Services (SMHS) subsequent to presumptive transfer changes, and a list of Frequently Asked Questions (FAQs) related to presumptive transfer.

Objectives

  1. Describe the three payment options available for funding SMHS for youth placed outside of their county of origin under the new changes to presumptive transfer. 

  2. Summarize the two exceptions under which presumptive transfer may be exercised for youth placed in STRTPs, Group Homes, Crisis Residentials, or CTFs outside of their county of origin. 

  3. Evaluate current placements and contracts to inform decision-making about conversations and contract negotiations that may need to occur with County Placing Agencies and County MHPs. 

  4. Utilize the Provider Toolkit to guide conversations with county partners.
